The new Income Tax Act, 2025, set to take effect on April 1, 2026, brings sweeping reforms to the Permanent Account Number (PAN) system in India. Key changes include stricter requirements for obtaining a PAN, aimed at enhancing compliance and transparency in financial transactions.

Under the new regulations, Aadhaar alone will no longer suffice for PAN applications. Individuals must provide additional documentation, and the name on the PAN card must match the details on the Aadhaar card. Rohit Mahajan stated, “These changes aim to streamline tracking of financial activities and strengthen the linkage between individuals and their transactions.”

For personal PAN applications, individuals will now use Form 93, while companies must use Form 94. Foreign individuals and entities will need to fill out Forms 95 and 96, respectively. This shift aims to clarify the application process and ensure proper identification.

In terms of financial transactions, PAN is now required for banking activities only when total deposits or withdrawals exceed Rs 10 lakh in a financial year. Vehicle purchases will necessitate PAN only if the value exceeds Rs 5 lakh, while it remains mandatory for starting any insurance policy, regardless of the premium amount.

Moreover, the threshold for mandatory PAN disclosure in property transactions has increased from Rs 10 lakh to Rs 20 lakh. For high-value spending at hotels, restaurants, or events, PAN will be required only when the bill exceeds Rs 1 lakh.

These reforms are part of a broader effort to modernize India’s tax framework, which has been governed by the Income Tax Act for over six decades. The changes reflect a commitment to improving the integrity of financial systems and ensuring that tax compliance is more robust.

As the April 2026 deadline approaches, observers are keen to see how these reforms will impact taxpayer behavior and overall compliance rates. Details remain unconfirmed regarding the full implementation process and any potential challenges that may arise.

In related news, the Junior Pan American Cups 2026 will take place in Santiago, Chile, from April 6-18, 2026, showcasing the growing importance of the term ‘PAN’ in various contexts.
