Pradhan Mantri Awas Yojana Progress in Jammu and Kashmir

The Pradhan Mantri Awas Yojana (PMAY) aims to provide affordable housing to the economically weaker sections across India. In Jammu and Kashmir, the initiative has made remarkable strides, with more than 31,000 houses completed under PMAY-Urban.

As of now, 99 percent of the sanctioned rural houses under PMAY-Gramin have been constructed. A total of 39,153 houses were sanctioned under PMAY-Urban Mission 1.0, with 31,173 already completed.

Under PMAY-Urban 2.0, over 2.12 lakh applications have been received, and 2,120 houses have been approved. Meanwhile, under PMAY-Gramin, out of 3.35 lakh sanctioned houses, 3.23 lakh have been completed.

Financial assistance of Rs 54,231.37 lakh has been released to beneficiaries at various construction stages under PMAY-Urban. Additionally, 3,432 beneficiaries have availed subsidies amounting to Rs 1,082.36 lakh under the Credit Linked Subsidy Scheme (CLSS).

However, delays in construction have been linked to beneficiary constraints and rising material costs. “Delays are mainly linked to the nature of the BLC model, where construction is carried out by beneficiaries themselves,” officials noted.

To address these challenges, the administration has introduced an interest-free loan facility of INR 2 lakh per beneficiary through J&K Bank to support funding gaps. Verification committees have been constituted at multiple levels to expedite scrutiny and approvals.

Clear land ownership remains a mandatory condition under both PMAY-Urban and PMAY-Gramin to avoid future disputes. Dedicated verification teams have been deployed to accelerate the implementation of the scheme.

As the program progresses, observers expect continued improvements in housing availability in the region. The scheme is being implemented in a time-bound manner, with ongoing efforts to streamline processes and enhance support for beneficiaries.
